Correction: sizing should usually be specified in the HTML. I have occasionally come across a situation in which I felt it was not the correct thing to do... ... but now I come to think of it, I can't actually think of any specific examples... so this is a pretty useless posting... I'll shut up now.

*thinks* Actually that's quite an interesting point. The use of smileys is almost a step backwards in written language, towards early forms of writing, based on iconic pictures.

I think we really need a <!> and <?> smiley for those times when you really want an exclamation/question mark.
As for needing smiley pictures, all we need are 26 not 5,000 - , , , etc...

That's not a different language though - that's just an alternate way of representing English-alphabet text.
