More sympathy for Z and his family here It does sound like he made a gracious exit, hope the funeral arrangements don't cause you too much trouble!
After a bit of a chat with J I've decided that I want all my useable soft bits to go for donation and all the rest can be practised on by medical students - hope they learn something useful while rummaging about.
Am in terrible pain with my intermittent unidentified leg pain thing so am off to bed with and in the hope it will stop soon.
One of my beasties got into a terrible fight with one of my mum's beasties and now has a horrible looking hole in her shoulder. Was up all of last night with her because at one point she crawled out side and curled up under a bush - think she was in a lot of pain. She seems a lot happier today, doesn't seem to bother her much apart from stopping to lick it all the time but I am worried that the hole won't close up without being stitched so I think I'll take her to the vets tomorrow Mum's beastie has a hole in her ear - which bled a lot at the time but looks ok now, have been bathing it to keep it clean. Don't even know what the fight was about, they were fine one second and then they were fighting. The fact that blood was drwn worries me, have never seen that side of her before, although I think that was done when J reached in a lifted her up and out of the fight - she didn't let go of the other dog's ear quickly enough. I think her hole was done when she was on her back
I feel terrible about it it

I'm googling this as I type, but would appreciate opinions from any trained parliamentarians or meeting veterans.
In the most recent meeting of the Fort Stanton commission, one of the commissioners brought up a matter under "Items for Discussion" in the meeting agenda. The presiding interim chairperson asked the commissioner if he wanted to make a motion, and he did,after which there was a second and a vote.
My understanding of the Rule of Order is that items for discussion are not subject to motions and votes, and that any matter on which there is to be a vote must be an explicit item on the agenda. There was no foreknowledge that this particular matter would be raised.
Opinions, please.

PTAs do it all the time, but they operate far more informally than governments.
I was surprised to see a Board of Education make and pass an impromptu motion. An audience member offered a gift to the school district that had a condition that it be accepted by a date that occurred prior to the next meeting date. But the board attorney was at the meeting and allowed it.

This commission exists as a result of legislation by the state of NM, and its members are either appointed by the governor or determined by the law which defines the commission. Not a PTA. I just might distribute clown shoes and oogah horns if they keep on acting like this. The transcription of the minutes will be a nightmare because they kept revisiting items at whim as if they were just having an informal chat.

Back in 1969, a funeral home in Toledo, Ohio experimented with drive thru viewings. I didn't believe it, so my friend in Toledo took me by to show me. Too ! And not long lived, Thank Bob.

Lil, do you use Robert's Rules of Order, or do you have to follow a different pattern for state business? I have been active in a non-profit here in California for a long time, and our motions, etc. are based on Robert's, by state fiat.
We have in the past voted on topics which were added to the agenda just post to call to order. When a vote is called, it must be proposed, motioned and seconded, then put to a tally -- all recorded in the minutes. I don't believe we've ever called a vote and polled totally off the cuff like that.

I always put approval of the agenda ON the agenda, post roll call and prior to approval of minutes. The agenda was unanimously approved -- although the commissioner who made the motion arrived late. The acting chairman asked, seemingly off the cuff, if he would like to make a motion on the matter he raised during items for discussion.
Yes, Robert's Rules of Order.
I think there has to be a separate motion to add the matter to the agenda, prior to discussion of that matter. It gets even more iffy when you realize the motion concerned the behavior of a commissioner who wasn't present and who holds a minority position on a major issue.
