As someone with an interest in ecology, I am heartened to see such a diverse variety of wrong trees being barked up. Before we all get carried away, I'd say that Rod momentarily veered in the right direction, but not enough to earn a DGI.
As I said earlier, the "Who?" is a specific person, though it might help to start by trying to identify what the person is doing/has done.

This is more fun than banging my head against a wall. Actually it's the same as ..............
Nil desperandum, it's only a game, the truth is out there somewhere, and even if it isn't we can always make it up.
I may not have a brain the size of a planet but I do have an IQ equal to a plant, so let's do some more logic.
Should we see them, or should they stay hidden?
This suggests there is more than one (them) and that they are currently hidden (stay)although we might see them if a decision is made to that effect.
Let's try to hunt down just one of them.
We are looking for a who (and therefore not a what) a nameable individual who is a member of a currently hidden group of like people.
If they do show themselves what will they look like.
More than just humans they must have some visual style that would enable a person to identify any of them once the first had been hunted down.
Why hunted? Why not discovered, disclosed, sought.
Hunting in general must be some indicator.
Invasion of the Body Snatchers pods are a paradoxical reference, so instead of them assimilating us we would want to consume them.
A caretaker?
A pizza delivery person?
A popular singer?
These are critical points to bear in mind when deriving the answer, as they have obviously been chosen with care.
Put all this logically together and you come up with the answer, so simple yet so cunning but all there in the clue.
"They" are the Windsor Castle Rodent Extermination team. The head rat catcher is a charming young lady called Poppy Ffortesque-Smythe. I once walked out briefly with her sister Cynthia.
Poppy doesn't use poisons or the traditional cheese. She swears by the efficacy of Pizza slices.
Her only brief foray into public life was two years ago when she made the semi finals of X Factor singing Queen covers.
They remain hidden in the traditional manner of the upper classes in England who refuse to publicly admit to the existence of bugs, rodents, incest or the working class.
If we were to see them we would be amazed to find that they look like young nubile amazons, who go about their labour clad in very scanty lycra outfits, designed and approved by no less a personage than our very own Prince Philip (may allah bless his twelve bore).

Do I sense a hint of desperation? To help a bit - there is no special significance to the word "hunt". I merely meant that we'd use the clues to identify the person.

Hurrah I have been found not guilty by the powers. Freedom for me. They said I hadn't done anything, so I could go free and live on an island somewhere.
No nearer to an answer though.
I am assuming that we are looking for a some ONE but the clue mentions that THEY are hidden.
Is this just the way the clue has been constructed, Is it an important sub clue, or is the One a plurality, like a group or team?
The way this is going it could last a while, which is great, a real challenge. By the way what's the longest QI in history (no points on offer ) ?

Excellent! For anyone who was wondering, Pebblederook was dragged off by the BBC rozzers and charged with sedition for the contents of Post 49. After agreeing to supply them with info re. the current whereabouts of a certain "nighthoover", he was released under his own cognizance.
Anyway pebble, glad to have you back. To tackle you questions in no particular order. This is taking a while. I thought it would be quick and easy. Unfortunately the answer, if we get there, is not particularly exciting. There's going to be a lot of people saying "Is that it?" It's been giving me insomnia.
I don't know about the longest QI. Clive will know.
The They/One thing is more to do with the way I wrote the clue. There is a type of activity, indulged in by a number of people over the years, hence the "they". The clue leads (quickly & easily) to identifying the activity, and thence to identifying on particular "offender". Not that it is an offence. Does that help?

There's an activity that some people sometimes take part in, that might be considered slightly questionable ("should we see them" doing it).
But its something that few get the chance to do, and so some leap at it.
