(Concerning Club Badge)

I've had a look around some of the Community artists pages and this is what i was told.

"Community members who think that they are eligible for graphics should submit their club or society to the review forum by clicking 'recommend for review' on the club page itself and selecting 'Community Art Requests'. The should then fill the details in as per the example:

Entry Number
Title
What is the art for?
Text or Picture?
What type of picture?
Do you require members' badges? If so what text?
Any particular colours you want included in the graphic"

And I have absolutly no idea how to do that. I can't find any 'recommend for review' on the page.
Can any one help?
