No parents aren't totally to blame for unruly children. But they can be seen as partially to blame by the way they brought their children up. However, other factors such as the world outside the family house can also cause this as well.
I tell my parents most things but I'm sure there have been somethings that have slipped by them
People are all different so he age must differ in regards to what age a child is fully aware of the consequences of their actions. Of course adults aways know that they are fully aware of the consequences of their actions. But being the heads of the family its easier to get away with things. Unless your children tell you off, which rarely happens.
Family have the greater influence over a child's morals afterall they should be helping pave the way for their children in life and see they come to no harm. But this is not always easy with children's friends being influential and other outside factors.
