Many courses have a certain number of places reserved for CAO applicants, some for mature students, some for sponsored students, etc.
Many courses have a list of minimum requirements which must be met: a certain score in maths, for example, or at least on European language, or Irish.
Many people seem to think that colleges set the points requirements for their courses. They don't. The places are awarded in order of points scored, and the last person to get in defines the cut-off point. If the places are not filled, it is listed as AQA: all qualified applicants. My own college course (Applied Science, Athlone IT) was AQA.

Actually, the college admissions officers do have a hand in setting the points for courses, especially the higher points ones which require a certain level of intelligence.
