Agatha Christie's detective Hercule Poirot was a Belgain. Unfortunately in ever one of his books some old dear or young gentleman always thought he was french, a comment at which he took great umbridge.

To my knowledge Tintin the little ginger haired reporter was Belgian as well. Snowy his dog too
Herge himself is a made up name if you want to include that. His family I think still control the rights and they have been trying to set up a Tintin Film and Theme park but I think things are only at a very early stage.

Asterix was French (hence Parc Asterix outside Paris) and came from Brittany. He did visit Belgium in one of his adventures though

Gaston Lagaffe - is a "hero" of office stories: he is a very lazy and disorderly (but very kind and friendly) office boy in a big edition house. His boss Fantasio (he appears also in other stories together with Spirou) always tries to make him work, but usually he dozes away his time or makes work unrelated with the office (there was not internet when he was written, so he nerver surfs). The cartoons of his (written by Franquin) are really very good
Spirou is a boy clothed like a service person who rode the lifts for you (all in red with shiny buttons and a strange red cap)
