I presume it's an analogy with the brow of a hill - the ridgeline or horizon at the top. However, which usage (eye or hill) came first is a trickier question.

People call their foreheads their "brow." ie: He wiped the sweat from his brow. Rather unused term now, but I believe it's related to the brow of a hill. Why the *hair* would be called that, I don't know, but it is over your eyes, and on your brow.
