A sensibly integrated Europe would be a much more effective balance to US hegemony. But it's just a feeling.
I'd just as soon that we all declared UDI and formed independant nation states , 1 per household...

Now option two I could deal with 
I don't believe that Europe has to integrate to balance the US, just that enough states around the world have to be able to present a united front on certain issues. That doesn't require integration, in requires good statesman.
