B´El, in it´s beginnings, in Kaiser Wilhelm´s times, the TÜV called itself Dampfkesselüberwachungsverein. It was (and still is) not a gouvernment body, but a club of engineers. They were sick of steam engines exploding and killing factory workers, so they agreed to set and watch safety minimum rules. Sounds familiar to people who know about yikesing?

another one, this time about the MOT, and it´s not a joke either. MOT requests brakes to stop your car within a distance that was a menace to public safety even when it was set as a rule. MOT had harsher standards, but pressure from Buck House made them adapt them to allow the Ford Anglia to remain on the roads.
