Meanwhile at the time of the big bang, the material components of the cosmos didn't break up directly into galaxies.

First, the nuclei of the cosmic voids formed in the terminal stages of the inflationary epoch with a structure rather like foam, the individual 'bubbles' bursting as the universe continued to expand at the conclusion of the inflationary epoch.

The globules of 'spray' falling away from the centers of the cosmic voids remained gravitationally bound internally and evolved into clusters or associations of galaxies expanding in a spherical shell away from the center of the cosmic void they're associated with.

Above the level of the local association of galaxies though, Newtonian mechanics break down, there's no more gravitational bonding operating between the associations of galaxies, which are all on escape trajectories from one another and the center of the cosmic void they're associated with and the principle of cosmic expansion itself becomes the over-riding principle governing relative motion.
