I see. You miss-understand what devolution is. It's the handing down of power. Being part of the Roman Empire again would be the exact opposite of this because it would be centralisation of power in Rome. An English parliament would devolve power to England whereas regional assemblies take power from the local councils and non-legislative power from the UK government so they are actually the reverse of devolution.

Anyway, I think you are being a tiny bit facetious. I will leave you to your fellow womans.
