While plenum (completely filled, like a Glasglow filling the nightsky) is the opposite to a vacuum, I find that in the context of buildings "plenums" are enclosed spaces not meant for human habitation.

On the subject of cows; a cow's legs bend the exact same way a dog's legs do, and I've routinely seen dogs walk down human-style stairs, so if cow's can't walk down stairs, I'd say it's because they can't support the weight of their back sides with just their front legs.
