The ultimate stupidity in a so-called "civilized" society is a bureaucracy that is poorly paid, poorly supervised and poorly punished.
Two years.
The school nurse and others outside the custody dispute should have rung a bell somewhere. Of course, one supposes that if one were in the same situation, one might not let the child return home.
Once again I call for an IQ test before being allowed to procreate, almost half facetiously.
I am going to assume, just for argument, that the mum was a survivor of her local public school system. One wonders what messages were not picked up there, also.
The authorities in charge need to stop having meetings and press conferences and drag their fat butts out into the field. If they are not qualified, then they probably don't need to be nominally in charge, do they?

-Have you ever looked at the 'play-bruises' of normal kids? (Remark by our own doctor: 'they have good play-bruises')
-How do you know what is caused by abuse and what by ordinary playing."

Yes, that is a point, but I believe that if this child had been properly examined in a hospital, which the story does not suggest, they would have remarked upon her odour and possibly genital bruising.
That, for a five or a four or a three year old, should not be considered typical of the playground. In fact, guessing from the tenor of the story, it seems that she was a stranger to the playground.

How weird to read on a day of remembering.

Things have not improved for the weakest
The system is in place.
The knowledge is there.
The complaints were made.
All the right things happened then a ???"Mistake" !!!
Serial neglect?
What IS it?
Apathy , laziness,disbelief is there something worse?
How can they call it a mistake?
Children are being told to tell.
Another version of make the victim responsible.
It is good advice but not the cure.
Many tell and nothing happens.
The kid then feels like the mistake.
The kindest mistake I can think of is it may have sounded unreal to the adults. BUT Not when reported from several directions over time!
Ignoring it makes kids feel unreal
