We do seem to pay a bit of a speed penalty for a while after each upgrade, but it usually settles down reasonably quickly (Excluding single sign on naturally)

Not only has the check box not appeared, but the * to indicate that the member has updated their personal space hasn't been fixed as it shows up against all members, even those with the default introductions.
I think this feature was broken when DNA was fixed so that all new users automatically got a personal space introduction assigned to them, which was a while ago. Perhaps it's a difficult one to fix, but it ought to be done, or atleast removed, as the new users pages currently display wrong information.

What would happen if you just gave any new members a blank space instead of the standard intro?

A blank space is what they *are* given though. Use TestUserPage###### to see that. It is the skin which has been adding back the original "[not] found the time to write anything" text.
