When you say first seen in 1864, do you mean "first seen other than by the people who originally wrote it"?

Presumably why - becAuse it bares no resemblance to any other known language...
Or it has no vowels, or no letters at all - just pic to/ideograms

Is it an old text where you know which language is being used but the writing itself is hard to read?
I think that there is a period in time (when handwriting starts to get widespread, but isn't really standardised yet, maybe) which is waaay harder to read than what is written before or after. I mean, it doesn't become steadily harder as you go back in time, but there are ups and downs.
