i havnt put much thought into this, but it looks quite impossible:

One common trick is to include the leading zeros and to start to play with 000284 instead of 284. That makes it quite easy:
0!*0!*0!/2*84 = 42

I still think long division should be allowed (even though Argon0 says otherwise)
So 284 becomes:

You don't even need the horizontal line, IMHO

Also not really in the spirit as it adds another significant digit.
(zeros ahead of a number are insignificant)...
So you could have
U0284= (0!/2)x84
