Because Mars has many interesting features, and is pretty red colour, whilst Earth is a dull blue-green, and so will be missed less. Anyway, Why not demolish Earth? Then we can all move to Mercury, and get a better tan...

But Mars is actually a yellowish brown, when you get to the actual planet. The Vogons wanted humans to find that out and be disappointed, so they left Mars. Leave it to Vogons to not realize why that doesn't work.
