Yes apparently it was encouraged in the Royal navy in the pre radio days (Drake to Nelson era). Officers had megaphones, it was inafective though and most orders we're relayed by voice through out the ship. The navy repete all verbal commands by custom even today.
Eg "full ahead" "full ahead aye sir"

Oddly enough, it might make a difference if the other person can see your mouth move. Your megaphone-like hands help focus attention n your mouth, and you're apt to make especially big motions with your lips and mouth, making it easier to read them.
