Yes apparently it was encouraged in the Royal navy in the pre radio days (Drake to Nelson era). Officers had megaphones, it was inafective though and most orders we're relayed by voice through out the ship. The navy repete all verbal commands by custom even today.
Eg "full ahead" "full ahead aye sir"

Oddly enough, it might make a difference if the other person can see your mouth move. Your megaphone-like hands help focus attention n your mouth, and you're apt to make especially big motions with your lips and mouth, making it easier to read them.

That should read 'The natives of the Canary Islands developed a "whistled speech" used for communicating over distances. Unfortunately, it did not help them survive the influx of European invaders, and they have since all died out.'

I believe there were hobbits there until about 10,000 years ago. perhaps they didn't die out but migrated to the Shire.
