What does the Emo icon on Skype mean?

It means that fans of the emo style tend to have floppy hair in front of the faces.

And why do they think anybody would want to use such an icon? What is it meant to say? I don't see what you mean, let me take the hair off my eyes?

Emos are stereotyped as being prone to histrionics and displays of overwrought emotion.
So there are number of potential uses. One being to express that you're feeling quite emotional.

My friend was asked by a drunken chav if she was an emu about a year ago... She laughed and said 'yeah, it's great! I can run at 40mph!'
