Is it common for harsh bright light to cause people to get irritible and tetchy?

Well that's true, but there's no pleasing some people. They didn't like it when they had a sack over their heads either.

yeah. keep em in the dark, give em lots of lights, all you get is complaints.
hey, that sorta proves it does make you depressed.

More seriously though, I personally find bright overhead lighting can detract from my good mood. Not just tube lighting which will get anyone down.

If I have to go outside in bright sunlight without my sunglasses I get very grumpy about it. Does that count?

Well for some of us a lack of daylight can lead to depression so possibly too bright a light could have an effect.
I get migraines if I get too much harsh sunlight shining in my eyes at a particular angle during the day or when I'm driving along in really sunny weather down a tree lined road and I get that strobing effect.In fact a strobing light is pretty much guaranteed to give me a migraine and make me very bad tempered.So yes I think you may be on to something.

Light can definitely effect moods.
Think of SAD "Seasonally Affected Disorder" I think - where people get quite depressed during Winter. It's been proven that bright light can help treat this.
Jet lag can be be treated with strong light - apparently it resets the pineal gland, and it doesn't have to be sunlight.
