Born In The USA is surely a 2-bar riff.
The Oxygene that is most familiar to me is also 2-bar.
It is indeed difficult to think up one-bar riffs. I shall put my mind to it.

"All that she wants (is another baby)" by Ace of Base has this little three note ascending theme that comes up all over the song - maybe that could do as a hook?

How about the baseline in 'Under Pressure'? I've no idea how many bars that is, but it sounds like one 'thingy' to my uneducated ears..

Considering both 'Step On' by the Happy Mondays and 'Blue Monday' by New Order are both made almost entirely out of hooks, I would guess that each would have at least one one-bar hook in them.
