WHY...?

...does Goofy walk on two legs, wear clothes, and talk, while Pluto walks on four legs, wears nothing but a collar, and barks? Both are supposedly dogs?

I´d imagine that many of the characters in Disney are sort of evolved versions of known animals. So Donald, Scrooge and such are to ducks what humans are to monkeys. That and the fact it is just a cartoon.
I think Goofy is a dog though, they did have a character who was a horse and he looked different.

Goofy's defo a dog. He's got floppy ears. Not a very smart dog though, so maybe in the Disney world the evolved dogs haven't got as far as the ducks and the mice.

I'm glad to hear that Goofy is a dog. I was never sure, because he looks about half way between a dog and a horse.
Goofy and Donald Duck are Mickey's equals. They talk, they do things. Pluto, on the other hand, is Mickey's pet, so he has to be more pet-like. He's enthusiastic, but basically dumb.
