schools often won't admit to bullying going on. Their set answer usually is..we have an anti bulying policy....as if that solves the problem. There are those who believe it builds character, they don't have to pick up the shattered pieces and try to put them back together.

Exactly, schools have no idea what is really going on behind those walls of theirs... But not even the Govenment can do very much to solve the problem either...
