also teflon coated bullets are excellant for penetrating body armour

What is it about them that makes Kevlar weak? Is it a chemical reaction, or a physical property?

Kevlar is a woven fabric, the point of the bullet when coated with Teflon *eases* the threads apart making for better penetration, that is why mushroom or hollow points won't penetrate. The addition of a solid plastic core in Kevlar vests mushrooms the round and the second layer of Kevlar will stop it then.
