Yes, this is very clever and will give the judges something to think about!
Not being much of a science fiction fan, the idea of meeting oneself coming back from time travelling is mind boggling!
One crit: The sentence beginning "The police are in a better position" should continue " what is happening"

I've fixed the single errant use of past tense.

Though I shelved my idea of writing about the moment the flood tide flows over the top of the Thames Barrier. Although it hasn't happened yet, it would be a famous event if it did.

Oh, I like this! It took my imagination on a trip, filling in the details of what might possibly have happened through the aperture.

Our QA has already said his piece when judging this for The Stretcher. However, he did have some afterthoughts.
"He doesn't always work hard enough to seize his reader, but this time he does. It's important to remember here that the piece's distinctive device, the freeze-frame, was gifted, but even allowing for that, it's slick. One QA criterion is to ask 'could I have written this plot better?' Probably not in this case."
