If I haven't got my eye on one in particular, I go to the older entries in PR and pick from there.

You're right, but I think the question was, if two equally great and good entries are ready at the same time which should I pick ..... (assuming you can't pick both - Bel). One is by a regular and one is by a newbie.
One is chalk and one is cheese - they're both great but very different - which should I pick .............. I think the answer is the newbie - every time, but then I'm not a Scout.

I'd still vote for 'first come first served' (unless there was really nothing in the time difference) although I might add something positive to the newbies thread.

Newbies should be encouraged, but so should authors who spend time on their entries and work hard to create quality material. I really think that the idea that there could be two equally good entries is a totally false scenario.
The best entries should be chosen first. That's it.
