What's the current policy on entries which would be suitable for Peer Review but whose authors are absent? The context, by the way, is A32938842.

There is nothing to stop you picking it up on a new A page. You could always take it through PR and then have your own name removed if you prefer all the credit to go to the original author 
Skanykrich did similar with an Entry about birds over Niagara, I think it was
