A most desolate city surrounded by scarred battle fields

This land, desolate of life, has seen many battles. each has been fierce, and the last few have torn the very land apart. no one remains. Within the shattered core of the city, however, there is a great hall, still standing. A mysterious figure in a large black cloak appears in a soft golden glow, and begins manipulating the various wreckage into a war room of sorts. a sign then appears on the wall, which says: "No Fighting In The War Room", and one below with the acronym STUMPED. Then the figure leaves.
Across the city, in another still standing building, a CHOPPERS War Room appears. THen the figure leaves altogether.
On Star charts across the galaxy, the name X-98467, pointing to a planet, is erased. A new name appears.
