I don't know the difference...I think it airs on the cartoon network in the States, but I just download them off KaZaA.
I'm starting to think it might be too obscure....but perhaps someone will get it.

Sadly, I broke down and googled it and found it. I won't say what it is in case others are still wanting to guess. I will say that I am familiar with the show of which you speak but have only seen it a couple of times. I might watch it more but I don't have cable (it is on the Cartoon Network, a cable channel) I don't think it's that obscure here as several people I know watch it, although they do like obscure things... I might watch it if I had a TV.

The episode that its from is called (don't know the season) Flipside, I think. It's quite possibly the funniest 11 minutes I've ever seen.
