I would agree with that. In terms of the wider attraction of the Mail, I think it's because it panders to the unpleasant side of (some) Brits and implies that commonly held prejudices (like those in the article this thread is attached to) are acceptable and justified.

It also plays on people's fears of an uncertain world.
