That's needlessly complicated, prof. Why not wait for the sub to surface, and then deliver the pizza.

if a pizza isn't delivered in a certain time-scale, the purchaser gets it for nowt

This assumes that the people in the sub wanted the pizza while they were underwater, and they understood the risks (getting flooded, etc.). If they still didn't care, or were stupid, I can't help them with that.

The navy doesn't let you into a submarine without training and preparation. Just to get chosen for the crew, you need to show some aptitude for foresight.

So, you want to eat a pizza while underwater? Fine. Plan ahead safely! Bring frozen pizzas if you wish. Fresh ones will happen only if you have a pizza chef on board.

Maybe you can use the reactor to heat them for you?
