I guessed the right answer, but I feel a need to post a silly one: they were protesting the requirement that men wear hats at protests! Also, there were apparently no women at the protest. Didn't women oppose war as much as men did?

I'm not sure how interesting the picture seems to me. Anti-war protests don't seem to have much of history of effectiveness, do they? At worst,
there's the June Rebellion of 1832, which resulted in some loss of life, but Louis-Philippe, whom the insurgents were protesting, hung onto power until 1848. So much for changing the government.
