I used to be a fairly regular visitor to a fiction-sharing site where people were invited to critique each other.
As you say, people are always much more keen to discuss to motivations or just waffle vaguely and unhelpfully than they are to point out basic errors - over-writing, poor structure, or even just bad grammar or punctuation.
Not that I would ever dream of submitting fiction to PR. I wasn't even aware it was an option.

Well, at least till the move, the fiction's definitely going to continue to hover over in the AWW (if anybody writes any).
