Yeah, I figured that the 'Shadow Proclamation' was a document when it was first mentioned - but the way it was referenced on Saturday made it sound more like a government.
I don't think that having been first invented as a throw-away line rules it out as a plot arc. But perhaps it is a little early in the season to be looking for key words.

Is Return of Rose not potential plot-arc enough? So there might not be a specific 'big bad' this seasion, but what if it's an impending 'big good' that will have huge consequences for our Donna who, it has been stated quite clearly, is in love with the Doctor.
Will she find Rose (and know who she is) before the Doctor? Will she help or hinder? Is she basically selfish or will she do everything she can, giving up her own happiness for theirs (only for it to be lost anyway... I love a good tragedy...)???
I think we have plot, lets hope it keeps me interested

Maybe I just took it a different way then - I thought it was definitely stated that there wasn't any romance - the Doctor only let her travel with him because she wasn't in love with him (like Martha was).
I thought she was hunting for him not for a romantic figure but for an adventure.
I missed all those spoilers in previous series as I was firmly of the opinion that Dr Who was rubbish. I watched repeats while I was feeding my son and it turned out to be quite enjoyable

It'll get a bit dull if *every* assistant spends the whole series making doe-eyes at the doctor - that was why I was pleased they semed to rule it out!

I agree that itr was a clear no way for Donna falling for the Doc. Would be a bit sort of, well, boring to have *every* companion in succession fal for him. While he *is* lovely.....

I've definitely read a Doctor Who book with Ace in which it's stated. It doesn't go anywhere beyond stating, though.

Well, let's have a little look, shall we?
Liz Shaw - Nope, nope, nope. Buggered off back to Cambridge first chance she got.
Jo Grant - Debatable. Runs off with a bloke she describeds as 'A younger you [the Doctor]'. The Doctor's certainly well miffed when she goes.
Sarah Jane - Hmm. According to RTD and School reunion, yes. According to Lis Sladen, no way. The Doctor was her best friend, better than a boyfriend.
Leela - Nope, nope, nope. Noble savage that she is, had she been interested she'd just have jumped him.
Romana - Don't see it myself, but I suppose it's possible.
Tegan - Hell no. She just wants to go home all the time.
Nyssa - well yeah, maybe. She certainly wants the Doctor to notice her new dress... and he kisses her goodbye.
Peri - Looks like she fancies the fifth Doctor, but he promptly goes and turns into Colin Baker. They certainly bicker like a married couple.
Mel - Nope nope nope.
Ace - Well, see maybe. She certainly hero worships him, and has absolute faith in him. Come the books she seems to be working her way through all the blokes she can find who are the least like the Doctor, and I guess that says something....

I was thought that the Doctor(s) were supposed to be kind of asexual and that their relations with their assistants were platonic or kind of paternal/grandfatherly/uncle-y. From what I remember of Ace (), didn't she regard McCoy's doctor as a kind of cool uncle who provided some sort of belonging/security while still letting her play with explosives and baseball bats?
I guess casting younger doctors changes the dynamic.

Definately the younger actors change things about. Sylvester McCoy or David tennant.... Know which I'd rarther be out about with.
