Yep, India, (former) London, (former Cardiff), Scotland and umm the bloke on his own somewhere... but ex-empire sites were closed down at the fall of the empire

I thought that, but then came to a realisation. The Doctor says that he had to do exactly that. In fact worse. He actually killed his family to save the Universe. Imagine that. And then add on the rest of your civilization. Jack had to kill his Grandson. So in a way they've both had to kill their family. The difference being that the Time War is hidden from us to a larger effect, and we just got to see the Doctor tormented by that. Also the Doctor is a far more moral person typically than Jack, so it's incredible to imagine how he dealt with that. And in that context its easier to see why he puts so much stock in Rose, because she helped him overcome it.

Yes, but I think he regrets doing that, and at the end of series 1 when facing the daleks again he said he would rather die than have to do that again

I think you're right, and I think the Doctor would have some sympathy with Jack. The thing is - would Jack do it again?

Surely the point is... that *was* Jack doing it again, after 1965. Which is why he had to leave.

Well technically he didn't kill those children, but he did kill his Grandson. But no I don't think the Doctor would look very well on what he'd done in 1965 - though to be fair he did try to find another way of doing it - and it cost the life of his friend Ianto.
