Well, you could use ship- shaped cornflakes for ships, milk for the sea, and that little dust you get at the bottom of the packet for men. Food dye would sort out the problem of uniforms, but I d'no how you'd do the cannons.

Oh, good. It might be hard to find extremely ship-shaped cornflakes. Fruit Loops, however, would make nice life preservers.
