That's an old joke from 18th-19th century warfare. If you did anything special, it was 'mentioned in dispatches'. Not a medal, but sort of something to be proud of.

I have another persona, so yes I can do that. Just send a link on who you want to spy on to Special Forces Leader Skandronan's PS and he will have it sent to me. That way people can't find out who we are spying on.

Basically, you can spy on anybody at the pond, but special assignments will be passed on through Skandronan.
Beware - the pond has a special secret police called the Gefropo (like Gestapo, but with frogs).
