I like the fact that this inn has been under construction for at least 6 years, possibly more.

I think it's quite nice that it is still under construction. No-one takes their time to build things any more. Some of the nicest cathedrals, castles and many of the Seven Wonders of the World took decades and in some cases centuries to build.
Build it properly and take your time, making sure you've done it right.

As far as I remember, and that's not very far, there was no edict about building anything properly. Improper would be a better description. Shaky foundations. Dodgy heating and ventilation. Leaky roof. Drown the bloke from building control in a vat of bad beer. That sort of thing.
