personaly, I'd assume there would be issues with a BBC web site detailing how to make snowballs that with stones in that are only ment to injure peopel. I've known people to be sued for less

I'm always a little perplexed when someone deduces that because a particular consequence hasn't happened to them or it hasn't happened yet, that it never will and therefore it's okay to do or to describe something else that could statistically result in the consequence that's being discussed.

Damn straight.
This really is a long way from EG material - it's another one of those 'student humour' entries where someone just sits down to write something that reads like Douglas Adams/Terry Pratchett and countless schoolboys before either of those two authors were ever published. It's not in the least bit informative, it's simply an unfunny attempt at humour.
I honestly can't see the Editors allowing the entry to include 'The Painful' and 'The Surprise', so there's a third of it gone already. However, 'The Oort Cloud Special' is one thing about this entry that I really like - it's a very clever way to link snowballs and comets.

No, that would be a lump of ice.

No - generally found in polar latitudes (tundra), seasonally found in temperate latitudes, occasionally found in warmer latitudes either during extremes of weather or because of altitude (Mt Kilimanjaro for eg).

First person references aren't meant to be in edited entries.

No, it only purports to have instructions for four - "A large mass of ice and dirt, no-one is entirely sure how these are built" (Oort Cloud Special).

Okay. Well, I think this certainly could be made EG-appropriate. Right now, I must confess, it is not. But it could be.
1. Make sure that everyone knows that snowballs must be used with caution and could potentially injure people. That also means cutting out names like 'The Painful'.
2. Devote a little more time and explanation to exactly how one creates a snowball. Go through the process in detail, and don't try to be funny if the situation doesn't really requit it. Imagine you're explaining it to someone who's from the tropics and has never seen snow before.
3. Maybe some info about using the snowballs after you've made them? I.e. throwing them, or how a snowball fight works?
In general, this could be made more factual, I suppose. Right now the humour outweighs the actual information; it's good to try to effect a balance. If you don't want to do that, then you should take the entry out of Peer Review and bring it over to Writing-Alternative. But there's no reason, if you're willing to make the effort, why this can't be made into a good EG-suitable entry.

I like it. It does what it says and doesn't drag on. Clear and to the point. Of coarse, almost all snow seems to avoid my town. So does most other interesting (relatively speaking, of coarse) weather. With us it's either too cold and wet or too hot and dry. I firmly believe that if the apocalypse began, fire rained from the sky and the Earth tore itself asunder, all my town would get is a mild shower. I'm drifting, ignore me.
