One of topcat's gang was Choo choo (yellow one with a straight hat?)

Honolulu could be shortened to Lulu

You're on the right lines with your "oo-s", but I wouldn't spell that garment either as "mu-mu" or as "miu-miu".
And Choo-Choo is pink, so that's wrong.
(Go for the Honolulu clue last; it's creaky. We aren't generally Hawaiian here...)

It seems like the similarity so far is a word or name that contains a double vowel, and the first syllable is spelled exactly the same as the second.
