P.S. - Inland Ireland is reasonably easy to reach from England and totally without street lights, as the huge traffic accident fatality rate will testify. If you survive the journey and are fortunate enough to find a cloudless night, the night sky is very beautiful.

We've still got beautiful dark skies here! And our zoning board measures excess light spilling off commercial sites and if they exceed code, the business is fined for violating the light pollution section of the zoning ordinance.

You could set up an email address specifically to receive petitions, and ask everyone to include an electronic signature.
Or why not print a form letter that anyone can download, complete with Tony Blair's email address?
They probably won't take you seriously because most of the 'real' astronomy is done by the big boys but surely the education issue can't be ignored, not to mention the rights of the individual?
Teaching people to be a little less dependent on technology can't hurt either.
