Quickly borrowed from the latest "World of the Strange" Newsletter... A poll asking their readers what they think UFOs are:

Displaced neural current

There is an "other" option, which is a good thing as there is no mention of the subterranean[sp?] and the fairies theories or even the optical illusion one...
(There are probably much more theories which haven't been included in their poll [or which could fit under the "other" option] but it's still early in the morning...)
BTW: What's the heck is a "displaced neural current"?!...

I would guess it's a load of neurons firing when they shouldn't be, creating the impression that something is there when it really isn't. But I would also guess that if that happens at all, it'd be like the effect you get when you stare at a bright light and then close your eyes, not something zooming about in the sky.
