The thing I most admire Cromwell for was his desire for a professional public service - navy, army and civilian. He didn't try and stop direct payment to public officials - this was the similar to the modern 'administrative fee' except that it was paid directly to the administrative officer and the value was not recorded . He also didn't try and stop preferment by family and friends.
What he did do, was reward those who were capable and demote, sideline or get rid of those who were incapable. With the restoration of King Chuck the 2nd, those who were in with the King did best and the professionalism of the government went back over 100 years.
