I thought by now they would have had a universal chip and reader.
The US is still behind. In our large city the various county shelters operate differing equipment.

In the UK there were a few different types of chip and reader. when it became mor and more popular (and advised) to get a pet chipped, then it seemed to be a good commercial opportunity for companies. The PETS came out and the chips needed to be unified so those companies producing chips that weren't the same had to think about changing them. in the end a couple of companies sold out up rather than create new hardware and software. Now that the US is eligible for PETS they may go the same way - trying to unify them
It is a shame when someone does make the effort of chippig their pet and the animal shelters can't read them
