Haven't the foggiest...
The Entry looks very thorough to me. I can't comment further because I haven't the necessary knowledge of the subject; perhaps that explains the silence.
Perhaps you could include a questionable attempt at proving a famous mathematical problem in non-functional GuideML, and see whether that brings people running...

Nitpicks:
"It is rabies that dictates the six-month time requirement of the quarantine to due it's long incubation period" - 'it's' and a bit jumbled.
"tattoo's can be altered."
Otherwise it looks pretty damn good - the only faults I can find are these minor ones.

Just met up with my old boss and he has told me that there is going to be a new change to the scheme. In typical government style it will happen soon or may be delayed a few months.
So I am going to remove this from PR until I know for sure what needs to be changed in the entry.
