do know the triumphant arch was designed by Decimus Burton (cos i live in hastings) I seem to remember there where two and I think one was moved tp either adlershot or one of the garrison towns, think his statue is near bank tube station

Nah, Wellington didn't introduce the Window Tax, that was long before he was born - 17th Century, I think. Although I think it was abolished around his time.
