what does it do?

Well, you see Bloat is a toxin secreated by a specific species of blowfish, very rare, and its effect on living tissue is to make them attempt to inflate themselves to something roughly 1,000 times larger. Very messy, and very fatal.
(Grimaces, and glances at hip flask)
