Some that I've used/heard in the UK:

had a few, lit up (Gussie Fink-Nottle in a P.G. Wodehouse book. How English can you get?), off his/her face, out of his/her tree, pie eyed, pissed out of one's brain, out of one's box, out of it, soused, stoned (though this is mostly used with a drugs connotation), well oiled, on the floor, well shot away.
