Civil Wars only tend to erupt when players get sick of one of their number powergaming. Mainly because the system has no safeguards to prevent this from happening except for relying on people to play within 'the spirit of the game' so to speak.
Watch out for telltale signs such as constant lurking and out of character communication, creation of god-like characters and implausibly dangerous/vast devices of destruction.
When this happens, it's best to leave it to the professionals. Reef in particular has skills honed by years of the dark art of 'mothering'.

I was fed up with it, my character was going nowhere, there were no interesting stories happening and I'd had enough of HPB and AD's constant hair pulling contests
